It arrives as one of four shapes — grant, forgivable loan, deferred loan, or repayable second — and "do I pay it back" depends entirely on which.
A grant is money, period. A forgivable loan sits as a lien and melts away if you keep the home for the stated years — sell early and you repay a share. A deferred loan charges nothing monthly but is repaid when you sell or refinance. A repayable second is a genuine second loan with its own monthly payment.
None of these shapes is a trick — but they are different promises, and the shape matters more than the amount. A smaller grant can beat a larger deferred loan depending on how long you'll stay.
Every program page on HomeBase states the shape and the repayment terms as published, with the official source linked. When a page says "confirm with the administrator," that is the honest state of the public information — ask before you plan around it.
